Could be bad brake cylinders..Did you replace all the hardware like the springs and such? If not get a rear brake hardware kit and replace it all..Also did you have the drums turned? Did the inspector give any suggestion on making them pass or did he say what caused them specifically not pass?

If you didn't install the new spring kit, do so. It will put tension back into the whole system. Also, check your self adjusting cable. They can gain slack and even snap over time.

Make sure the E-brake is adjusted as it controls pedal height.

He did that thorough of an inspection wow. Or what did he do to make you think you failed I mean did he pulled your tires and drums?

Did he just mash on the brakes. If that is the case he may have thought they felt spongy and need to be rebled. JUst curious what exactly and inspector did to determine it was rear brakes.

I am wondering the same thing..last I checked the ebrake adjustment only controlled the ebrake lever or pedal not the brake pedal.

Exactly the E-brake is a separate entity.

The E-Brake Adjustment doesnt control pedal height but it does control handle height. Also if you adjust the rear brakes you get alittlle more stopping power. now much but some.

My brother being a State Trooper has advantages, the inspector tried 2 times to pass me but both times the brakes failed he said. I have new spring kits and the drums looked good so I didn't cut them. He didn't pull anything and even let me through without checking the lights and blinkers. wheel cylinders seem to be working.

EDIT: My Brother is the trooper not me. Sorry about that. So any other ideas before I get into this job???

Ok fine think what you want. Some of you should take the Wagner classes that are offered.
Remember the whole thing is a system.
Then again what do I know, I only do 8 piston vette brakes without messing up the piston seals and I get pedal back 99% of the time on the first to third bleed..

Crawl under neath your Jeep and inspect. There is a cable coming from you lever that goes to each rear brake drum. When you pull the E-brake it pulls a lever on the inside of each brake drum expanding your brakes against the drum. At no point does it have any effect on your brake pedal. I have adjusted my E-brakes changed them out the whole 9 yards.
