Does anyone know what this switch does?

Probably After-Market. All of my XJs have been blank there untill I put something there. Probably was for Fog-lights, kill switch, locker... something like that. Impossible to tell unless you trace it down and it could have been removed.

Was it used as a snow plow at one time? That could be the blue flashing light switch.

You will have to trace the wire. There are a bunch of different things it could be. It's not a factory switch, so I would assume aftermarket lights or something similar. It should only take a few minutes to trace the wire and figure out where it goes.

Looks like a clean installation.

Those switches usually aren't rated for high Amps so it may control a relay or some low voltage/amp circuit.

See if it's an AC bypass switch. Fire up your AC and flip the switch. See if the compressor stops working...or starts working.

Do you have any holes in the roof where lights might have been mounted? Does the switch light up when you turn it on? Can you hear anything click when you turn it off and on?

Nothing lights up or anything, there's a hole in the hood that's been patched up, the switch doesn't light up

If you pull the center bezel off you can (just) get your fingers behind that switch. Check if there are wires connected to it. It may have been an incomplete installtaion.

The plastic piece that surrounds the radio, climate control panel, and the aux switch panel.

It's held on with clips. Grasp both sides of it at the bottom with your finger tips and pull outward and up. You may want to shift the trans into reverse before removing it to keep from scratching it.
