Can anyone tell me what it is or where it goes?

 

Pretty sure that is for Cruise Control. The connector with some blue in it is what you are asking about and the other one with 4 prongs inside it is part of the actuator. These are from a '99.

 

That's the Daytime Running Lights connector.


Canadian requirement but Chrysler part wired the system in (that connector) even on the Stateside Jeeps.

 

I'm fairly certain that's a plug-in for a daytime running lights module. (DRL)

My XJ was manufactured for the Canadian market and came with daytime running lights and module. Currently I have a delete plug so the module can be removed, disabling DRL. Daytime running lights turn on the headlights at a decreased intensity and any other wired lighting options, while the XJ is moving forward. The regular headlights work as usual when turned on.

Perhaps from the factory your XJ came with only the wiring and plug. As AFAIK, daytime running lights are only mandatory for vehicles sold in Canada.

My Jeep parts manual has several wiring part options listed along with the DRL Module.

DRL Module

 

That is the Speed Control Connector C144. The DRL Connector C142 is 10 pins (2x5) and is located in the same area of the engine bay, if so equipped. My guess is that earlier XJ's don't have a DRL connector.
