I checked for power with the key on, I found out the hacked up wire in the lower left corner of the picture goes to the electric fan behind the radiator, which is why I asked about it.

#9 fuse and #19 fuse had nothing when I checked them with the key on. The rest showed 11.8 volts +/-

What do you mean the parking lights if it says IP lights?

when you pull head light switch out one click it power instrument panel lights

Awesome, I checked 19 with the switch out and it came out good.

I checked 9 with the fuse in and with it out, both times it showed up as 0.01.

All fuse in the row with red line need to be checked if radios only one effected most likely issues behind box at fuse holder.

I can't say my fuse block looks like the one you posted. My #9 fuse is in a completely different spot. If you look at the picture on the first page, it's the one in the top row with the red wire coming out of it. It's the only fuse in the row that is used. All the other fuses checked out ok.

If all your trying to do is make it so the radio turns off with the key just take the wire that powers the radio and plug it acc plugin fuse box....the one it plugs in is constant feed for memory

And about the radio, assuming the red wire is the power wire, what about the yellow wire?

The picture you have posted is for 84-88, my jeep is a 93 and the fuse box is different.

Fuse panels are the same just some fuses do different thing only way to fix dome is going to be to pull panel and see whats up with that socket ....

I can understand that. I'm a pretty big newb when it comes to electricity in general much less diagnosing an electrical problem. I'll look into the dome light. But what you're saying for the radio....should I take the red wire and hook it into a terminal that has power when the key is turned on? What about the yellow wire?

Yellow from radio should be constant 12 volt for memory , red goes to switch power
