Can any tire be out further than the fender? Rustys makes lower control arms with an offset so you can keep stock wheels (or wheels with less offset). On my current xj, I've got some tj wheels, 31's, and cut fenders. They might stick out an inch in the front and a half inch in the back.

Depending on how strict the laws are you can usually get by with a few inches sticking out. Some states will not allow any amount of tread to be exposed. Here where I live I have seen as much a 6" sticking out from the fenders. The thing you need to be aware of is when a tire sticks out from the wheel well that usually means when you stuff the wheel into the fender it will come in contact with the outside edge of the wheel well.

It really all depends on the what kind of mood the cops are in. I've only heard on one person having a problem with it. They got pulled over and were given a verbal warning. However, I see dozens of other people drive around with their tread sticking out. I really just want to play it safe. and stay as covered as i can.
