Alright so sometimes I have to get on it pretty hard to get moving on some of the terrain around here. When I am slowly cutting the wheel back and forth (workin it), my front axle/both wheels move forwards and backwards in a "shaking" motion when I cut it hard either direction. Keep in mind that when this starts happening I let off and try to keep it from continuing.
Why does this happen? U-joints rotation (?) getting maxed out?

maybe something in your steering? really not too sure from the description. i'd just start checking everything like tracbar, draglink, alignment, etc.
when you let off the gas does it immediately stop?

Yes, my friends 99 with a 4" lift does the same thing. It seems like something is maxing out inside the axle.
I'll try to get a video clip of it. Again, it only does it at near full lock either direction.

Mine does it. I think it is wheel hop. Not sure though what causes it other than lke you said something being maxed out. I have never worried about it. When it happens just let off and you will be fine.

thats just good ole wheel hop. its just the differential transfering power back and forth from ecah wheel this happens when both wheels do not have traction or when wheels are turned sharp and both whels are able to spin. the differerntial can figure out wich whel to give power to. careful wheel hop will kill u joints and internal guts....as well as wheel bearings.
