It sounds like the bolt on top that you are talking about is the adjustment bolt (which isn't supposed to be tight). It allows you to adjust the idler pulley, either making the belt tighter or looser.

Did you refill the cooling system with 50/50 water/coolant?

What year XJ do you have? If you have a 90 or earlier, you definitely need to burp it. Later years with the open cooling system, you don't need to burp it.

It may still have an air pocket even if its open loop.

The bolt holding the idler pulley in place just pinches down a sleeve. The sleeve is what the pulley bearings ride on, so as long as the bolt is tight you are fine.

Some lock tight (not the permanent stuff) could be used for added security.

my problem is that when the bolt got tighter the pulley seemed very hard to spin.so i did not put it on very tight maybe the bearings are about shot.

Sounds like you dropped the spacer. There is a sleeve spacer that goes into the hole on the idler pulley to keep the bolt off of the bearing of the pulley. If your pulley gets tight when you tighten the bolt then you have the bolt directly on the bearing. Your just missing either your spacer or washer.

I figured since he didn't ask about the sleeve I mentioned it was there...
