Pulled my carpet, Got question

So I pulled my passenger area carpet out of my 93' . Based on the nastiness of the carpet, the Oil spot by the drivers seat and the horribly rusted bolt that had soaked in that oil for who knows how long. I feared the worst. well to my amazement the only rust was just a bit of surface rust by the passenger front seat. After seeing that I did a little happy dance. for a Minnesota vehicle I expected some holes for sure.
ANY WAY. on to my question. after I pulled the carpet on the passenger side I found what looks like a "pad" of some sort in a plastic bag thing tucked under the rubber pad by the fire wall. I thought it was weird. Is this a factory thing or did the PO put it there for some unknown reason?
I know...I know.. PICS. I'll try and get some. I didnt have my camera with me.

Thanks! I figured it might have been factory. Just making sure the PO wasn't trying to cover up something. I havent had this jeep very long.
