power steering pump pressure

I have an 87 Cherokee Chief that I have had for a while. When I got it I had a high pressure hose that leaked, easy enough to fix which I did. Since then it started blowing fluid out of the cap, so I finally found that it was leaking out of the vent in the cap. I ordered a new cap thinking this will fix it but it didn't, it's still blowing power steering fluid out of the new cap vent. Should a power steering pump have this much pressure building up inside? What could be causing this so I can get it fixed, do I need to replace the pump itself or could the steering gear be causing all this back pressure? Anyway any help would be helpful and thanks in advance for any help or suggestions. TN_Medic
