I don't know exactly why but when you shut it off the level goes up. I noticed that when I did my steering box a couple weeks ago

Probably have air in the system. It gets compressed when the pump runs, then blows the fluid out when it's shut off. Did you bleed the system?
Jack up vehicle-front tires off the ground.
Top off the reservoir
Start motor
Cycle steering from full left to full right and back to center.
Motor off
Let system sit for 10 minutes. Re-check fluid level.
Start motor
Cycle steering from full left to full right and back 10 times.
Shut off motor
Let sit 10 min, check fluid level again.
Re-start motor
Cycle steering full left, then full right, then back to center.
With engine running, remove cap and see if fluid in reservoir is calm, or bubbling.
If bubbling, repeat procedure.
