Default Power Steering

So...the other night, i was driving the Manche home from work, got off the freeway and stopped at a light, as soon as i hit the gas when the light went green, i saw smoke comin out from under the hood, at first i thought it was from a pretty bad oil leak i have, but then the power steering got whiny, and knew right away what it was. So, got it home, ans sure enough it was the power steering pump. Easy fix, bought a new pump and a new pulley and ta da. But.....now the steering is always whiny, really whiny. Even when i'm not turning the wheel, it sits and whines. it seems to whine with the speed of the transmission, and when i'm going fast, its just a constant high pitched whirring sound, so, what could that mean? Need a new gear box?

Well, since its new, i filled er up, i re-checked it multiple times, its at the correct level still

Fluid foamy?

Did you follow the instructions to bleed the PS system before starting the engine?

If not you'll need to restart with the bleeding process.

Hmmm, its not foamy while the engine is running, but yeah after i turn it off its foams up for a second. I didn't bleed it, no, because i read it didn't necessarily have to be done. I guess i'll do that and see if it helps. Thanks!
