power loss

power loss
My 98 xj just recently developed a power loss problem. It will start and idle fine...on level ground I can get it to go 65 mph with little problem. Climbing I need to down shift to get it to climb. On the highway I'll climb hills and need to down shift ( I have a 5 speed) to get up them. Feels like I am pulling a trailer. I can put the pedal down, but get no real added responce. Would this be a clogged Cat?
I would think if it is the fuel filter it would spit and sputter. I have changed the air filter and added injection cleaner with no increased responce. Any ideas?

i am having similar issuses but i have had a tune up and no cat with 218000 miles and had no power coming home couldn't get over 65 i have 33x12.50x15 and 3.55 gears could use some help
