Plugged Vacuum Line

OK, vacuum is good @ 15 hg but The line from the top of the CTO is plugged after it goes through the junction. Does this need to be fed somewhere?

I think that's the line that goes to the EGR solenoid. Follow the lines in the diagram Cruiser posted.
