Besides a stroker you've pretty much hit the limit

Upgrade the rest of the exhaust, high flow main cat and muffler, larger diameter pipe. That 3" tip is doing nothing but making noise. Pair it up with a cowl intake to get nice fresh outside air, not stinky hot engine bay air. Your bored TB will really wake up once you have done these two things.

Spectre Cowl Intake, APN Header, 2.5" Exhaust, High Flow Cat, High Flow Muffler. These are the things that will make all the difference.

Here's your new cat: http://performance-curve.com/425250.aspx

There are quite a few guys on here who run them and have no issues, so why spend twice as much on a Mag? Plus there's a 5% CF discount code (cherokeeforum)

It's an XJ, not a race car. Just in case you forgot.

X2... But it is his jeep and if he wants it to be a racer more power to him. I had my 89 lifted and paying for gas sucked. Now I want my 90 to be a street jeep cause I like the better gas mileage and the looks I get from ricers
