From what I read in my book full time is the regular 4WD position you use, as it keeps a differential action between the front and rear axles when engaged. Part time 4WD is a fully locked 4WD position, and should only be used for short periods of time such as when stuck, as there is no differential slip between the axles. At least that is how I understand it without having the manual in front of me LOL. If your full time 4WD light is not coming on, you should investigate the situation.

You most likely have a NP231, which dones not have a fulltime 4wd. You only have parttime. This basically means you should not drive on the road in 4wd while having good traction and no room for the tires to slip.
The 4wd work the same offroad, so don't worry about it

you only want to use part time on the roads in bad situations(snow, ice, floods, etc...) otherwise only use fwd off the highway, dirt roads are not too bad on it but keep in mind these xj's handle fairly well when running right and theyrarely have the need for part time unless you are getting down and dirty

My XJ has the Quadra-Trac option, which has the transfer case with full time 4WD. I'm guessing if it doesn't have the Quadra-Trac transfer case, part time is the only 4WD position you will have.

and you dont need it for off road

full time would be used on the road or highway if its raining or snowing
or there could be slippery conditions some of the time
