Parking/Running lights not working

I have searched this forum, and found numerous threads but these have not solved my problem. I am new to this forum, and to Jeep for that matter. I have a 2001 Jeep Cherokee sport. The driver side parking/running lights do not work, these run off fuse 23, obviously that fuse is good, so is fuse 27 (sometimes).
Blinkers were not working, after I changed out the turn signal flasher, (under the steering wheel to the left), the blinkers started working again.
The Parking/Running lights on the passenger side work, front and rear.
Head light both work
Hazard lights work, all 4.
Using a continuity tester: I poked each wire connected to the tail light connector, all worked (the light inside the continuity tester came on)
Using a continuity tester, I touched each brass connector inside the tail light connector (after removing the bulb), all worked (the light inside the continuity tester came on)
I purchased known good dual filament bulbs, these tested good on the brake lights, so using a known good bulb I tested each tail light connector, brakes were good, back-up was good, hazard was good, blinker were good, parking/running lights NOT good
I have pulled the inside panels off and traced the wires back to the dash, there is no visible damage to any wires.
During my trouble shooting yesterday, I somehow broke the blinkers, they are no longer working. I will have to purchase a new turn signal flasher and again install it under the dash, (bottom left of the steering wheel). This should give me blinkers again, however I am afraid whatever is causing my electrical issues will blow the turn signal flasher again.
Final note, when I changed fuse 7, 10A, and turn on the parking/running lights, they (the lights) will flash on real quick, then I can hear the fuse blow and the lights go out. It was after doing this trouble shooting exercise yesterday when my turn signals broke again.
Any help/advice here will be greatly appreciated.
