Doesnt work as in, when you pull the handle up there is no resistance? Or you feel resistance but it won't stop the rear wheels from turning?
Have you tried adjusting the rearbrakes?
Set you're park brake half way, lift the rear (chock the front wheels please) and adjust rear brakes to the point the wheel turns freely but only just.
