Default Parking brake

Ok my parking brake has not been working for a whole and I need it to pass inspection in MA. So far I have tightened the equalizer and I just replaced the drums and shoes in the rear along with all the hardware. It still does not work after all of that. It's a 96 cherokee 2.5

You gotta manually adjust them. That automatic adjuster doesn't do squat.
Procedure: adjust till really tight then back off till little resistants is felt turning the wheel by hand.

Adjust it with that gear adjuster at the bottom?

Yes jack the wheel off the ground and there's an access hole on the backing plate you use a screw driver to adjust it till starts getting hard to spin the tire and then back it off.
