p1391 error code

p1391 error code
I have a 98 grand Cherokee jeep 4.0 349500 miles I have replace the crank and cank sensor but I continue to get this code my rpm keep jumping up and down what I am I missing

I believe there is a resynch procedure after you replace the sensor. P1391 is a loss of signal code and could be a wiring issue.
