Overheats at low speed

Overheats at low speed
My 87 Laredo seems to be overheating when I drive around town (under 35 mph) but when I drive on the highway at 45 mph or more it doesn't overheat.
Any thoughts?

Main reason but not the only reason for low speed overheat is poor air movement thru the rad. How old are cooling aystem components starting with the fan clutch?
