Only defrost works in 89 Cherokee

I had a 86 Comanche and when all I could get was defrost my issue was the vacuum tank in the right front finder.
This is an 89 Cherokee with a 98 Cherokee stuffed inside the 89 body.
This project was done by a father and son, no idea what the did right or wrong.
I have the issue again, I just get the defrost to work. It has no vacuum tank in the right front fender. I did find a metal vacuum canister laid out by the heater fan, but not sure if that goes to some other control.
I also have high fan or nothing at all. Before I tear into the dash, I thought I would ask.

you have a vacuum leak somewhere. default goes to defrost so you can at least keep your windshield clear.
since you don't have the vacuum ball, i would start there. follow the vac lines up inside the engine compartment to the firewall. there is a T elbow that commonly fails.
and for your other problem, it is your blower motor resistor. this is found under the dash, behind your glove box. it is behind the triangle shape plastic cover. simple to change out, it's just two screws to remove the resistor, but could be hard to get your hands in there.
