How far do you usually drive it at one time? If you're driving it short distances and not allowing the engine to reach operating temp, water will start collecting in the oil.
Also, replace your CCV Elbow to fix the oil in the filter part.

May also want to have a look at the CCV system for plugged tube/orifice off the intake manifold. Regardless of its condition, oil shouldn't be appearing in the air box/filter.

oil in the air box is from excessive blow by. If there are "bubbles" on the dipstick it is most likely water/coolant. Remove the oil fill cap in the valve cover and check the inside of it to see if it looks similar.

+1 Spittle coming out of the forward Crank Case Ventilation hose is usually caused by the rear hose or one of the fittings being blocked. Most commonly it's the rear CCV elbow on the valve cover - it has a "metered orifice" (small hole) that gums up.
Water, like mentioned, can come from coolant or from condensation. Since the CCV system sucks air in, you will get some moisture build up in there if you don't heat up the engine often for long enough.
I would recommend cleaning out the rear CCV hose and fittings and doing an oil change. It is very important to examine the oil and determine if there's a lot of water in it. While you're at it, pop open the coolant reservoir and rad cap and see if you're low.

I agree that this is likely a CCV issue.
What I generally recommend if this is original equipment is this.
1. Remove valve cover. Clean it thoroughly until you can eat off it.
2. Remove CCV grommets, replace them
3. Reinstall valve cover with a new gasket.
4. Install both new CCV hoses
This stuff wears out and the CCV parts are only about $50 to replace.

Honestly if you can even find the parts, I ended up Jerry-rigging my rear CCV elbow because the stealership kept getting me the wrong parts. A Jeep dealer can't even find the right part, even though i had the old part with me and the VIN. Go figure.

Ccv valve most likley. sometimes you dont have to pull the valve cover to get the old one out and the new one in. I had to do my front one right away when i got my jeep and it fixed the blow by issue. you may also need to replace the hose that goes to the air box. i wound up having to replace the grommet on the front one as well.
Here is a link to both hoses and elbows: http://www.4wd.com/Jeep-Engine-Perfo...pn=JEP53006238
just the hose(says its for a yj but i ordered it and it worked for my xj): http://www.4wd.com/Jeep-Engine-Perfo...pn=JEP53006237
just the elbow(i had the part filters set for a 93 cherokee but it should fit all of them before '96-97):http://www.partstrain.com/store/deta...L/RB47056.html
hope this helps
