Default Odd whine in engine bay

I started my jeep this morning and it had a loud whine on the passenger side of the engine. I shut it off waited a minute then went the restart and it would only turn over no start. I put a new stater in about a month ago and thought maybe it wasn't disengaging so I brought to oreillys and they tested it. Everything tested good but he gave me a new one anyways, I through the new one in and it's starting fine now but the whine was still there. I drove it about 15 miles to a mechanic buddy and the noise was gone when I got here. Any ideas?

Belt, pulleys, power steering pump.
Does is always go away when things warm up
Next time you hear it, you will have open the hood or crawl under there to try and find where its coming from.

I was crawling under listening real good, climbed up on the engine and put my ear as close to everything as I could. Only odd thing I noticed was the cap/rotor was buzzing when I touched it.

I could hear it just couldn't tell what it was coming from other than the passenger side under the hood...

Power steering fluid level good?
What you can try, is removing the belt. Does the whine go away?
Check all the pulleys for abnormal resistance/play/wobble/sounds when spinning by hand.
