OBDII issues, inspection is now past due.

OBDII issues, inspection is now past due.
So, long story short I just replaced a cracked 0331 head on my newly purchased '01 Sport with 44,000 miles on it. Ran it for about a week and my inspection was due by the end of Aug. Used my OBDII scanner to make sure all systems were ready, they were. Went to my local inspection station here in Austin, TX and it failed because the computer could not communicate with the OBD!!! These guys tried three times, took it to another shop and same thing. The second shop even used his scanner and it could communicate with my computer. Two different inspection computers, run the test 3 times each and same issue.
I am new to Jeeps, but am finding lots of help so far. This one is really driving me nuts. I have checked both grounds on the OBD port, both good at 2 ohms. Same for the alternator output, fuses and so on.
Any thougths would be more than appreciated.

Try resetting the ECU and going again? Im not sure on this one, but its worth a try...
pull both battery cables, turn the key to on, and hold the horn button down for 10 seconds. Wait 30 mins and hook battery back up.
you will want to drive it 50+ miles after this and a few key cycles so the ECU can relearn.
Glad I dont have to put up with this crap yet...

I was thinking of that, will try in the next couple of days. Yeah I love living in one of 17 coutnies in this huge state that requires OBDII testing.

Nope, had 250+ miles on it and all systems were ready. I did have the battery out of it during the head swap in my garage for about 2 months. Free time, money and 9 month old. Thank god for the wifes truck.

Has any of the driving been long distance? Some computers need long distance driving at freeway speeds to finish their learning cycle.

Well round trip to work is 26 miles and is mixed speeds from 35-40 and probably 5 miles of 55. I myself wouldn't reallly call that long distance. I'll throw that in the mix after i do reset it and put some miles on it.

yeah, obdII is a pain in the ***. All the different systems have to be "ready" before they will talk to the computer, and they all have different learning parameters...
Do what weve told you, and take it for a good long ride at 70 on the highway.

The county I live in is looking at going the same way for inspections.... The thing is, if you dont pass for some reason, you just have to show that you have put at least $500 toward fixing the problem, even if it isnt fixed and they will pass you. Sucks to have a $500 inspection sticker every year tho... I hope Gregg County dosent go to this.

Man it takes me a while, but I get around eventually.
So update, figured out which pins from the datalink go to which pins on the correct connector at the PCM and metered them out last night. They are all good, I have voltage across the correct pins with it running or off. All my grounds are solid, so I'll be ordering a new computer Monday when the funds hit my paypal.
Thanks for all the help so far and I'll update again if the new PCM fixes my issue. Fingers crossed.

If you just earased your codes and went to get it inspected it wont read the obd2 not time enough or enough milage.sry on spelling

Yeah that's not the issue, nor has it been. The last time I had it inspected it had over 900 miles and I dont know how many start/stop cycles on itsince it had been reset. I do have a scan tool and have used it to check emissions readiness everytime, all 7 systems ready to go.
Apparently it's the 2-way communication of the PCM not working. Scan tools will communicate to it, but not the inspection computers.

Holy crap, inspection is finally done as of Friday thanks to an awesome local shop here in the Austin area. Cant help but give them a shout, Just Jeeps in Austin has my business when I need them. Didn't charge for any labor at all, just the $28.75 for the inspection. PM me if you want any of their info or more details.
So, never was a problem with the XJ. Crazy right? Turns out there are two different inspection machines out there the Texas DPS has setup and one has a "glitch" in it and wont communicate to certain PCMs. Guess the 4 shops I went to all had the machine that wouldnt read mine. I think the newer version machines are the ones that will read it.
Now I'm waiting on a refund from the PCM I bought I didnt need. Fingers crossed. Just nice to be rolling around all legal again. Now it's on to the oil pressure sender, weird knock up front, screeching brakes with plenty of pad and the list goes on...
By the way, thanks to all for the help and info! Really appreciate it! Nice to know there are still people willing to help others for nothing in return.
