obd2 communication error HELP!

obd2 communication error HELP!
i have a 1998 jeep cherokee classic (4.0L) 4wd 6cyl. i went to emissions today and it failed due to no obd2 communications. he said it had low voltage. im looking at the emissions paperwork now and its stating that my connector voltage is 11. the rpm communication status was fail. but here is the strange part the mil engine on was a pass and the mil engine off was a pass and the connector status was a pass so im confused what would cause this "low voltage" to the obd2 connector any thoughts or ideas on what it can be?

Could be anything from a bad wire in the connector, to a bad coputer. Thos mil on mil off test just mean that your engine light came on when the key was turned on, and turned off after vehical was running.
