obd reader not working

Default obd reader not working

I can't get my OBDII reader to work with the Cherokee. I attached to the OBD connector under the steering wheel, turned the ignition to on, paired the device with my phone and started up Torque. But the little car icon on top of the screen keeps flickering.
I also tried ScanMaster for my laptop and it gives the message "Cannot Connect to ECU"

I am trying to figure out step by step what is working and what is not.

I've tried the connector in a new Mazda 2, and it worked like a charm. I could read out everything. What I did notice though is that the wiring of the OBD connector is different.



Jeep OBD: pins 1,2,6,10,11,12,13,14 are connected



Mazda OBD connector: pins 1,3,11,12,13 are connected

I am using
- Torque Pro
- Android phone
- Cheap ELM327 bluetooth connector from DealExtreme

Could it be that my OBD connector is wired up wrong? Any other suggestions?

1. Check the fuses.
2. 1996 is a "red headed step child/b*****d" year.

The fuses seem to be alright. And I see that the dongle gets power, because a led lights up

I think your DLC is for a Flux Capacitor.....

Never tried the Bluetooth setup, I have a wifi obd2 transmitter I got for under $15 on eBay. Once I worked out the correct settings it works great with any car I've plugged it into. Works perfectly on iPhone and iPad using dashcommand app. (Not sure what android uses)

I have the same issue with mine. Works when it wants to seems like. Will not work when the jeep is running. Not sure why. Works fine on my cobalt.
