i dont think it was from cali...if it was...how would i find out and how many upstream sensors? i heard after driving with a sensor malfunction this could damage your spark plugs? drove on it for a few months and can check pluts...also have a bad idle issue...engine surging at idle and getting backfire within first few minutes of driving it then all is well usually...dont know if that could be causing the p0135 code to come on....i have not yet checked fuse which i am going to do asap once back in town with the jeep...fuel pressure is ****e but this issue is the same as before i decided to replace stock pump with a pos airtex that is even worse than stock with 140,000 miles with gunk and debris all in the gas tank...could the bosch o2 sensor not be heating within specified parameter for the main computer?

i been reading that the fuse very well may be blown...but would this p0135 have anything to do with the intermittent idle surge and back fire issue?

For a P0135 or any oxygen sensor code which references the word HEATER in the code explanation, you must verify that fuse.
For a 98, it is located inside of the engine bay in the power distribution center (the black box on the passenger side).
It is a 15 amp mini fuse. I don't recall the exact location, so check EVERY 15 amp mini fuse!
Yes, it could be the sensor itself or wiring, etc.......but it is not uncommon for that fuse to blow. Simple things first.

the fuses looked good: i did have to tape up the wiring near the fuel injector rail because the wire going down to 02 sensor was touching exhaust manifold and got crispfied: did not burn through any wire completely but would assume could by causing an issue: i am going to connect same gauge wires, reset ecu and troubleshoot accordingly: am i on the right track here jeepers?
I've been told Bosch sensors are bad for mopars, I had this same issue that you're having. I replace the front sensor twice, second one was ngk and is working fine, i would double check the fuse in your engine bay, when I replaced that my problems finally went away.
