Not so bright lights

Have a 99 XJ. been having problems with the head lamp since I bought it.
They work low/high but there not bright. I changed them over to to H4 bulbs, lil brighter, then I bought a HID kit, even brighter. But, not as bright as my 92 XJ. I have the same alt, battery, and headlamps setup on both jeeps. The 99 is my wife's and she drives it at night, so I need to get this fixed ASAP. Anyone having the same problem and know what I need to do to fix this?

Does their brightness change when you have other loads on the electrical system? Fans, radio, etc. I use the Sylvania Xtravisions or whatever they are called. I get flashed anytime I'm driving at night when my dims are on because they're so damn bright.

I had this problem and instead of sinking more money in a bought beam lights from walmart and aimed them between my high and low they are 20x brighter than my heads

You could try using a meter to test the voltage @ the headlight base (socket) with the headlight on. I would expect the full 12 volts at the socket. If there's less, look for a loose connection or bad switch.
You could also try running a ground from the frame or - battery terminal to the ground terminal of the headlight base (again with the headlights on) and see if the brightness changes.

I had to change the light housing for the H4 AND HID lights, its no longer
the headlamp bulb. I dont have a meter to check the voltage, I have to wait till Monday to do that at work. The only time the lights dim more is when I turn on the PIAA fog lights, thenthe alt. kicks in and its ok.
These are the lights I installed;
This is a pair of H6014/H6052/H6054 Chrome 7x6 crystal headlights Conversion with Bi-Xenon Double Filament H4 HID Conversion Kit. The exact size for these headlights is 7x6.
