Not getting fuel!

Not getting fuel!
Alright so I have a 1988 jeep Cherokee 4.0 liter . The jeep isn't getting any gas. I changed the fuel pump and the fuel pressure regulator , fuel filter, and I checked the relay, I can hear the pump turning on, but it turns off after a second or too, but there isn't any pressure in the system because we drained all the gas out, so shouldn't the pump stay running until it fills the lines? I took the line off the fuel filter and no gas is even making it out the tank. Does anybody have any idea what this might be because I'm stumped on this one . Thanks

It drops the voltage to the pump after start up, it's on the driver side fender well. It's a white ceramic block that has two wires going to it. Take a small piece of wire and put it in both connectors, bypassing the ballast, it it runs is the ballast
