Found it, it's not mentioned at all in my owners manual but my Haynes does have them listed. They're for unnecessary things like windshield wipers and the like.

I am not having any issues with starting or anything else RIGHT NOW but I found this to be a great write up. Thanks for posting it. I would like to add something else about grounding. If you are having noise feeding back through your stereo, cleaning the ground strap at the rear of the valve cover and also adding a ground strap to your transmission, transfer-case, and front and rear axles will help. Attach one end to one of the top bolts of the Differential Cover and the other to somewhere that will keep the strap out of the way. As far as the ground straps for the axels go. Get some long enough to match your axel travel. Putting a zip tie tightly on the strap below your slack and hooking a lite spring to the zip tie and the grounding point on chassis will help prevent snagging it. For the trans and transfer-case grounding, ground with less slack. These additional straps should help keep the noise down.

there is no reason to ground your axles...I applaud your efforts but you've gone a bit overboard lol.

Yeah I thought the same thing but it worked! A friend of mine has been installing high end custom sound systems for over twenty five years and he told me that if it has spinning parts it creates static; if it’s not grounded do so. It helped to clean up the sound on my CB as well.
Being ready for a lightning strike is just a bonus!
Thanks for the good write up. I plan on doing my NSS some time soon before it fails. 120k on it so it is just about due.

Thanks! My jeep wouldn't even think about starting. And I was randomly on the "ask a question thread" when I saw your post about the NSS. I went to this thread, read the write up about it, cleaned mine, and now it cranks like new! Thanks for the help! Oh, and here's a couple pics of mine before I cleaned it---- :0
If the Neutral Lights are working, can I then eliminate that my issue is with the NSS, or should I continue with Procedure 1 anyway? I suppose it wouldn't be a bad thing to check, however, the Jeep is my daily driver at the moment and I could definitely use any time saving I can get.

are you getting any response when you turn the key at all? Like a click from the starter relay or hearing the fuel pump run?
The battery is testing at about 14v. However, I was also thinking that it might be the alternator, but would that keep it from turning over?

no a bad alternator would not keep it from turning over or running, as long as the battery has sufficient cranking amps remaining in it.
to test if it's the NSS or not, make sure the Jeep is in park, unplug the connector, and use a paper clip to jumper pins B and C together. If it starts the NSS needs a cleaning, if not move on. Also try wiggling the jumper clip around to make sure it has a good connection before ruling the NSS out
