If you could get a better recording that would be great. Otherwise, make sure you're full of coolant.
It's not running hot is it? And do you know what temperature the noise starts, or is it constantly making noise while the car is running?

oh, well i've never seen my electric fan not moving
i just realized that it's weird
the fan is always blowing and noise also sounds always
i bought this car about 3weeks ago and drove about 5times so don't know well

Now, I can't tell much, but the noise may just be the coolant flowing through the radiator, but something tells me the previous owner had an overheating problem and went overkill on it by making the fan run constantly and probably removing the thermostat.

The constantly running fan should only be a temporary fix at best. The fan should only come on to keep the engine at an optimal running temperature, the temp the engine was designed to run at. If the fan is running constantly, not only will it wear the fan out faster, but it may make the engine run too cool and never reach operating temp.
