No start - No BUS code, P1694, guages displaying incorrectly

No start - No BUS code, P1694, guages displaying incorrectly
Hello - I'm having issues with my 2000 Jeep Cherokee 4WD. I've been searching for a while, and tried a few things none of which have worked. Any assistance would be appreciated.
Jeep was running fine, parked it and went to start up again and it would crank but not turn over. Almost sounds like there is no gas and no gauges are functioning. There is a NO BUS code appearing on the odometer along with the engine light after about 30 seconds of having the key in on position.
Ran the code and it came up P1694 - no communication to the PCM.
After reading numerous posts/information many pointed to the CPS. I ordered one online and had it installed - no luck. A mechanic came out and suggested that it was a bad PCM. Ordered one online that was "programmed to my Vin and odometer reading" and still no luck.
I've had all the fuses checked and also tried testing the fuel pump operation by listening for noise near the fuel tank while the key I in the on position. Don't hear anything. Some have suggested that's a failed fuel pump but want to be sure before buying another part. Would a fuel pump cause a p1694 vode, no bus and other symptoms listed??
