No speedometer or fuel guage lights

Model: Cherokee
Engine: 4.0L high output with compressed valves
No speedometer or fuel guage lights
So My turn signals, brights, and dummy lights work. The fuse i keep puttining in the relay keeps blowing when i turn my lights on and the turn signals still work. The lights on the heater contols do not work either, and no yes the light **** is turned all the way up.

That means there is a short circuit somewhere, maybe bad bulb or socket? What relay in particular takes a fuse?
