Default No pressure in fuel rail

Hey guys, my 1987 XJ is giving me some trouble again.

We had a bit of a cold front here in AK and my tank was low on gas. I went to start my car and it didn't start. I figured since my fuel was low and it was so cold that my fuel lines had frozen.

I towed it home and insulated it in the driveway with a few space heaters about the same time it warmed up. It definitely got warm enough to thaw out, but the car still wouldn't start. Testing the pressure valve on the fuel rail indicated that there was NO pressure.

I'm not sure if I have a problem with my fuel pump, or with my fuel pressure regulator, and I'm not sure how to figure out which one it is. I'd really prefer not to replace both right now if I don't have to. Is there a way to figure out which one is giving me trouble?

Sidenote: I have already replace the fuel pump relay to no avail.

Look for this on the driver's side inner fender near the air cleaner. It's the fuel pump ballast resistor. Got a meter and know how to use it?

Hey guys, quick update.

After about 6 hours of cursing and fossilized dirt falling in my face I replaced the fuel pump and everything works fine.

Thanks for your help :P
