check main terminals and wires, check and clean grounds, battery level with multimeter, check you have 12V at solenoid form ignition with test light or multimeter, check for voltage at main starter terminal, do load test, perform voltage drop test

Make sure your starter relay is working in the power distribution center or if you have a very early model it is on the fender by the battery

Not sure what year your XJ is but I had a similar problem on my '03 TJ. In the end it was the starter which gave me no hint that it was about to fail.

This troubleshooting video re a TJ might be of some help. One thing that can go wrong on a TJ is that the ignition actuator pin breaks. My XJ & MJ are older RENIX models but I wouldn't be surprised if later XJ's and TJ's share similar ignition parts. Maybe someone can clarify that.

I've done all that checked all the fuses it just not getting power to the remote wire to the solenoid. Also my Anti-Theft keeps flashing and I'm not sure how to disable that either

neither am I, one reason I picked '96, cause I dint want any immobilser

I strongly suggest you download the free Factory Service Manual from cruiser54 website, and read the section on "immobiliser" you should also search the XJ archives

If you put the year of your XJ in your "signature" that would save us guessing

IMO you need to research "Cherokee SKIM module".
