no fuel rail pressure with key on

no fuel rail pressure with key on
1989 inline 6
tank has gas
have spark, grounds, new cap rotor. blue spark at coil wire but yellow on plug wires, but still spark.
cranking, obviously
push in the valve on the fuel rail and i get only a small amt of gas then it stops. i can hear the fuel pump pumping up first, seems to be working great.
seems like when i have checked this before, gas sprays all over the place. so i have must a problem. thanks for any help. i don't know where the regulator is, am 100% sure it isn't a relay or that resistor because the pump is pumping up.

guys, dont know why, but changed AIR FILTER, and it started up again.
it was soaked with oil from broken pvc grommet for three years. i changed it and got rid of the leak last month, but it decided today was a good time to not start. i guess one doesnt need to have gas spray all over the place with the key on aye?
