Default No fuel, no spark - what's "theft mode"?

I searched all the "no fuel, no spark" threads on here and some of them reference a "theft mode". I've got a 98 Cherokee project that I am rebuilding. I installed a new battery, new battery cable ends and a new crankshaft position sensor. The car cranks over strong, but the fuel pump will not run and there's no spark verified by an in-line spark detector. There is 12V to the start relays, and the fuel pump relay. So I don't think it's a bad fuel pump, since there's still no spark. I even put in a new fuel pump relay but no joy. I gives a constant P1694 code that won't reset.

Is there a master reset for the engine computer besides replacing it with another one? Are these vehicles equipped with a passive antitheft system in the keys, because I don't have the original keys or remote keyfobs?

Any and all help would be appreciated!

Nope, that did nothing. Also, the cluster reads dead. The engine temp guage (right hand side) will move, but the battery voltage and fuel level (left hand side) show no movement when the key goes to "ACC" or "RUN".

Try locking your doors with the power switch and then unlock your hatch and drivers door. Then try to start it.

No difference. The engine turns over but doesn't start. Cluster still reads dead.

Is there a PAS system for these vehicles of this year that need a key w/chip to register?

The owner's manual says "some" 1998 Jeep products got the Sentry system. How does one tell?

Hqve you check out any otherbpossinlities like fuses ir bad fuel pump.. Trying to reset the ecu or bypass theft mode.. Which i didnt know these xjs had. Thats normally a radio function... But try checking other related components..

Edit: also your jeep is cranking if there is a theft mode i would think it would do nothing. Its like a kill switch.

Well, any of those single issues (no fuel pressure=bad fuel pump and no spark=bad coil) means not only would they have to happen simultaneously, but would not explain why the cluster reads no fuel in the tank and no voltage from the battery. You can hear the fuel pump relay click over, but the fuel pump doesn't run.

Based on the other threads that I have read, there's some combination of signals that allows the ECU to give those components a RUN signal.

Ok, did the previous owner say there was abything wrong with vehicle when and if she was running? To reset the ecu u disxonnect the +- terminals touch the cable together to drain power completely then reconnect battery , turn key to on position, turn on headlights, turn off head lights, turn key off, then try and start her up.. If it works for the next 50 warm ups ur ecu qill reprogram itself.

Have u checked all the fuses and connections anyways?

Yup, I have checked all the fuses and power is getting where it is supposed to go. I have not checked at the fuel pump because w/o spark, it wouldn't matter. You need both. Something is telling it not to provide those run signals.

You would be suprised with wat the fuel pump can do.. The fuel pump sends signal to the ecu and when i had this same problem it came down to the fuel pump.. Replace that and see what happena next.. Or test the pump with a battery. Touch the positive and neg side to pump and see if she spins.. This is the first time i have heard of this theft mode so im looking at it the other way.
