Default No Crank, wiring issue, NOT NSS

I'm going crazy here, been chasing a no crank/start issue all day. Jeep won't crank, I've already removed and cleaned the NSS, and the reverse lights work. When I turn the key to start the gauges jump like its starting but nothing happens. I did replace the ignition switch. I have 12 volts at the power wire at the starter but somehow the starter isn't getting the signal to start at the smaller post. It will start and run perfectly if I jump the terminals with a screwdriver. The only thing I haven't replaced yet is the starter relay. I did a quick test and can hear it clicking though, and I swapped a different relay from the fuse box in and still got nothing. It seems that somewhere between the ignition switch and the starter its losing the power to trigger the starter. The entire wiring harness and dash is from a 93 4.0 XJ.

Here is what I'm dealing with. You can see the temp gauge pegging and brake light when I turn the key to start, so obviously the ignition switch is doing something. I'm hoping a new relay fixes the problem.

Fuses are all good. I'm going to jump the NSS today and see if that's the issue

Completely bypassed the NSS to rule that out. Did some testing with a meter. With the key on I have constant power at the ignition switch and constant power at the big terminal on the starter. When turning the key to start I get power at the yellow wire that goes to the starter relay. I don't seem to have constant power at the starter relay however, and can't hear the relay clicking when I turn the key. Relay has been tested and is good. So I'm losing power somewhere between the ignition switch and fuse box. Anybody have a pin out of the ignition switch?
