If you hold the key over, and jiggle the shifter in park or neutral and it starts, it's your NSS. http://bc4x4.com/tech/2010/jeep-neut...ty-switch-nss/

If its automatic if manual tranny could be clutch pedal switch if equipped or ignition switch.

I have the same problem, 1999 cherokee, auto, battery fine, new starter, back up lights work, wiggiling shifter in park or neutral does nothing, will start if i use screw driver across starter, but not with key, Any help appreciated. Thinking ignition switch, but new one at dealer is $127.00 so I would like to be sure.

Check the small wire on the starter solenoid to see if it powers up when the key is in Start.
If not...one of the relays in the PDC is the start relay. Try swapping it. That relay should operate with the NSS in P or N and the key turned to 'start'. The ignition signal routes through it to get to the starter solenoid. Have someone turn the key while you listen for the click.
