I have no CEL light on the dash that comes on either with they key in the on or run position.
I have an OBDII reader for my VW and it has a generic code reader built in for any OBDII compliant auto.
It cannot see or talk to the PCM.
Any ideas? the truck runs fine ASFAK and shifts perfect.
if fuse 11 is for the computer it is fine, I checked it.

1. Check the dash bulb.
2. Different protocols, VW is CAN-BUS, Chrysler is SAE J1979. Are you using a name brand scanner (Autoxray, Equus, etc.) or a code reader off an auction site?

here is what I have
http://www.ross-tech.com/vcds/tour/obd-2.html
it "should" see it. another thing on the list

oh joy
96 & up is OBD2, so if it is a 99, it is OB2.
if it doesnt at least light up for a couple seconds when u turn the ignition on, then check the bulb and all the fuses like the other guys said.
most scanners just do japanese & domestics, if u have a scanner that works on german/french or other wierd imports, it probably wont work for japanese/domestics. different software

99 = OBDII
Try your code reader on a DIFFERENT OBDII vehicle. You must be absolutely sure that the reader works before digging into your vehicle.
If it works on another vehicle, inspect the OBD connector on your XJ. Might want to try a spray of electrical contact cleaner on that connector as well.
