No CEL but maybe bad sensor?

No CEL but maybe bad sensor?
I have a real rich exhaust mixture, up around 4% CO's... i know my cat is filtering some.. but at that amount i know something else is wrong, so i swapped the sparkplugs... the plugs were reddish on the tip and the wires were old so now it seems to run/idle more smoothly. Could the O2 sensor be bad and NOT throwning a CEL in my 89? is that before they started checking resistance?
