Default No Brakes

OK I have used the search function and can not seen to find a answer..
So I replaced MC, Both Calipers, Rear Brakes and adjusted rears with a little drag in them..
I have bleed these thier is no air in any lines and have bench bled MC..
This is all on 89 Cherokee..
My pedal gets hard when engine is off as soon as I start it I have almost no brakes..
Any help would be great
Brad

It is not booster , pedal stays hard till you turn engine on then it goes to floor...
the proper bleed sequence is rr.lr,rf,lf??

the rear brake regulat the height of the pedal when they are adjusted proprely the wheel should spin maybe a half to three quarters of a turn when rotating by hand is this how they are adjusted
