No AC or heat... Air blows through vents

No AC or heat... Air blows through vents
I have no heat or AC in my 04 cherokee. But its not the blower motor because it will blow air out the vents on all settings. I can still adjust the amout of air as well. But when I turn the dials to change the temperature, the numbers change on the digital display. But there is no change of temperature. Basically, it all works except for no change in temperature.
*Unrelated to the AC (I think anyways)
There is also a really strange sound coming from the dash area after I shut the car off. It's not every time, but almost every time. It kind of sounds like there is something expanding in there. Almost as if the airbag is going Hulk-a-maniac and is going to try and bust out.*
