Obviously noise is a concern, but that changes depending on jurisdiction. Another requirement is that mufflers are spark arresting do you don't drive around setting things on fire. A turbo could serve this function, some resonators/mufflers like a some glasspacks don't. I recall a thread about this somewhere regarding wheeling at some national or state park.

Yeah...um...how many turbo Cherokees are there running around?

So lets bring up turbo Vettes and SRT-4s more cuz those road going vehicles have SOOO much in common with our off road intended Jeep Cherokees....oh wait...

Having a muffler is not required...look at the Neon SRT4. It came from the factory WITHOUT mufflers, it had resonators. Now I know the turbo sorta acts as a "muffler" of exhaust sounds but it did not have a muffler from the factory. Now with that, each state/ city/ county/ district/ village ect. has noise pollution ordanances that you have to be careful of. Simple Turbo Systems makes a twin turbo for the Vette that completely does away with the mufflers and its 50 state street legal. (But again, TURBO)
That's how a lot of ordinances are written. Can't "modify" from stock unless you use like parts with similar function. If it had a muffler OEM...it needs to still have a muffler.
If it never had one, or if you replaced it with something else...ordinance part II kicks in...it still needs to meet local noise specs. If it can do that without a muffler, and there was no OEM muffler from the factory... should be OK.

Welllllllll....got the muffler on. And then had to have a wrecker pull me out of a ditch where i was muddin'. Funny part was i had forded three creeks and two bigger mud holes before it :/ I'll post a pic when i can. Phones being dumb. And the flares weren't the only casualty...Had to be towed back to Camden cause the lousy straps holding the rear driveshaft in at the diff came off from the lousy bolts breaking...

Off topic, but I said I'd post pics of it when I could. If you can see in the background, that's a fairly wide, semi-deep creek below a bridge. If anyone on here knows south Arkansas, that's right off Highway 9, between Holly Springs and Eagle Mills. And I am now missing all my flares...the back two came off somewhere and the front two came off when I tried to get out of that hole with no bottom...At one point had two sheriff officers, a state trooper, and an ambulance all at once show up!
