New to this...need advice on upgrading '99 Cherokee 4.0L

I own a '99 Jeep Cherokee 4.0L and now that I have a steady job, would like to put some money into it as far as performance upgrades to really make it my own. I'm new to this, so I figured I'd start with the simple question of, where do I start? I would like to see some significant HP and torque increases for the least amount of dough possible, IF possible. Could someone help me out as to the steps I should take to start out with? Thanks

I would say start with the air intake, you don't have to get a k&n to see results. They sell off brand air intakes that are similar to k&n at advanced auto or auto zone for 50 bucks...roughly. you would just have to make a custom tube for it.
I will for sure get the air intake, and possibly a new exhaust system, spark plugs, wiring, etc (basic tune up). Then I might get into cams/headers/throttle body, etc. Or hell maybe stroke it. I just don't know what order to do these things in haha
The 4.0 came pretty much maxed from the factory. Regearing is the way to go. But its really not needed til you start trying to spin 33s or bigger.
Go with a mild lift 3" or smaller and go from there. Until YOU know what you want you will never be satisfied.
I know I want a 4" or so lift, and I will be going with bigger tires. Not obnoxiously big, but enough to make it look a little beastly. Also, I'd like to try and get into the 250-270 HP and 270 Torque range. Being new, I don't know what kind of mods would get me there. That's why I'm here. Hell, as much HP and torque I can get, without getting 8 MPG.

That's a lotta extra ponies man. That constititutes stroker/turbo etc but it sounds like your expecting that. No bolt ons will ever make that. I did put an open k&n 6x9 filter on my rig withouth the factory air box and did notice a little more get up and go

just get a 302 modular engine from a junker car. you dont need a 350 to make power.
supercharging is a total waste of time
the HO 4.0 already has all the things you said, bigger throttle body, better cam, better intake mani
you can however get an exhaust mani and better exhaust system and intake but youre not getting no 270hp
