New Key fob not programming.

Spent the day a couple of days ago getting my power locks up and running, which also caused me to chase and install a new battery and alternator. Gotta love the XJ. haha.
Anyway, my original remote for keyless entry is long gone, so I bought a new one off amazon. Said it would work with my 01 xj. Went through the programming procedure as follows, no go.
Close all doors
put key in ignition
Open drivers door
Put door lock in lock position
Turn key two clicks, but dont start
Hold "lock" key on remote for 5 seconds
Put key in off position
The above absolutely didnt work for my 01. Got nothing. Battery in remote voltage checks out.
Is the 01 not owner programable?

Sorry I have a 2001 xj the only way to program new Key Fobs is with a scanner it has to be done though the computer , but not all scanners can do it .
