Welcome. What exactly are the codes (all codes). Also post the freeze frame data.
If the O2 sensors detect a lean condition, the PCM will add more fuel to compensate.
If your scanner shows live data, you should look at fuel trims and O2 sensor voltages.

Forget about shop ********* for the moment
Buy yourself an OBD2 scanner (as little as $30) free Download Torque Lite on to you mobile phone
Now you can read & clear codes, and scan live data
As the previous answer, its highly likely one of the primary O2 sensors, or its wiring is defective, causing the PCM to constantly enrich
(OBD2 will show when vehicle is in open or closed loop mode)
The behind CAT sensors dont have as much effect as pre-CAT
From my knowledge and experience, its common for "new" O2 sensors to be defective, only use reliable brands, check archives on that, I believe NGK is ok, check Rock Auto for parts and info

Otherwise you will be at the complete mercy of repair shops
Th electronics of an XJ are immensely complex, its not an "old car" that would mean a carb vehicle, not fuel injection with a computer controlling all aspects
Its the same for everyone, takes less time to learn than drive to the repair shop, wait around, get lifts, be fkd about etc etc
What do they say, dont give a man a fish, rather a fishing rod
I have extensive knowledge of acquired brain injury so please dont take my comments the wrong way
