new break booster burning smell, pedal hard as a rock

I had a mechanic replace the brake booster on my 98 XJ sport. 2wd. Automatic. But man - it only works for about 10 minutes of driving. Afterward, there is a burning smell and the brake pedal is hard as a rock. I am looking for a brake shop to take it to but thought I would see if anyone can help me understand what went wrong. Could the new break booster be bad? Did the mechanic forget to do something?
Any info would be appreciated!
(Also, I should say that I stopped driving it because after a couple of miles the engine gets LOUD and it feels like it is working overtime.)
