Need some help with rust

Ok I have a spot of rust above the drivers door, I need to get ahead of it pretty quick. Here is my plan, but I would like some advise. So hit it with a wire wheel on the Dremel clean it up as best as I can, and treat it with a rust inhibitor paint. Will this work? It doesn't seem like its gotten to the window frame yet. Never really had to deal with rust before, turns out it bites.
Once you get to work on that you'll discover there is nothing there. Cut it out & patch it (either weld in a patch or glas it). Search around for some ideas on repairing the windshield frame.

So that's not music to my ears, I can't weld and only used glass once and wasn't impressed with the results. What do you think a body shop would run for something like that? how do I get the glass to smooth out and match the contour of the roof, just sand it down? Does that change the way the paint flows? Thanks.
Glass isn't that hard, it's just like epoxy resin.
Tape off the areas you don't want the stuff to go.
You can use multiple layers so don't feel like it's got to be perfect first try.
Wear a mask and long sleeves when you sand, the stuff is nasty.
Sanding blocks give you smoother surfaces.
