Default need help! wont start, wont crank

put the key in the ignition, I get lights and sound and everything. turn the key to start her up...NOTHING. I swapped around all the relays and when i swapped the fuel pump with the starter relays, i could still hear the fuel pump turn on with the key, so i ruled that out, next i jumped the solenoid on the starter, i got spark, but still nothing. im curious... would the neutral safety switch still stop the car from starting even if i jump the solenoid??? i just need to know before i pull the starter. its hard working on my baby in an apartment parking lot...
